Outlook Not Connecting to Server means not connecting to the internet or browser due to variety of reasons like lack of internet connection , error, many people using same website at the same time or due to your setting issues.
For this - 1. Click manually control connection state , and then select the choose the connection type when starting check box.
In the case , you cannot work with outlook . Solve the issue related to server like connecting to internet or restart or check the setting if any problem.
